In 2001, Congress passed the No Child Left Behind Act to support standardized-based education. This Act requires each individual state to develop assessments for each grade level, in basic skills in math, reading, language arts, and in advanced grades, science. In Colorado it is called the Transitional Colorado Assessment Program (TCAP). Each school must comply with the Act by also having a written plan of action for their students to achieve state assessment levels, and then for continued improvements year after year. The TCAP scores are recorded with the state, and that is how it is determined which schools rank the highest. By the scores of these state assessments, the public can better determine which schools have the best curriculum structures, and quality of instruction for their children.
